Jeffrey Barden, a 41 year old resident of Indianapolis, has filed a personal injury claim against  Morgan County Commissioners for injuries sustained during his twenty days in jail. Barden was arrested in October for allegedly resisting arrest for operating a stolen car while intoxicated although his driver’s license had previously been permanently suspended.
